In Naruto, Kai also called "Dispel" was a technique seen used by Jounin and Sakura. Generally people with good chakra control can learn it. However, it's a pretty basic Genin technique along with Water Walking and Tree Climbing. If the jutsu is above your level, you can not kai out of it.

Meaning.. lets say a Genin is stuck in a C-rank genjutsu. They can cancel out of it if they knew the technique. Now lets say this Genin is stuck in a B-rank genjutsu. He can NOT use kai to get out of it sadly! However.. there is hope!!
Other options of ending genjutsu:
Pain!:
You can use one of the following tricks to get out of genjutsu. Note, one per post.
Punch yourself: Hard enough to get a bruise. Can't get out of it, but allows you to see what is going on.
Biting the tongue: Hard enough to draw blood. If you do it once, it won't work. Twice will cancel out the jutsu, but you can only bite your tongue once per post. Third time will sever the tongue off.
When stuck in a binding jutsu, biting the tongue once can allow you to move one limb. Such as to kick, use one seal[such as Kai! But remember, if it is higher than your ranking then you can't kai out], throw a weapon. However, you can not bite your tongue for A and up ranked genjutsus. Just to prevent godmodding.
Stabbing yourself: Last resort. Stabbing yourself somewhere[such as the arm or leg] can automatically cancel the genjutsu. However, you will be in a lot of pain and that limb will limp behind. Once you stab yourself, the genjutsu is over.
Rules for genjutsu: Once someone cancels out of your genjutsu, the same genjutsu can not be used back to back. There must be two posts of resting time between the same genjutsu. This is to make it fair and non god-moddy.
Also note that you can use kai on a person. If a Jounin is trying to get his student out of a genjutsu, he can use Kai on him. Seeing as how a genin is stuck in a B-rank genjutsu, the Jounin can cancel the boy out of it by using kai and taping his or her's forehead.
